Org. Setting and Reporting
  • The Department of Safety and Security (DSS) is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the security programmes and activities of the United Nations System.
  • The Chief Security Adviser (CSA) will report directly to the Division of Regional Operations of Department of Safety and Security at UN Headquarters in New York.
  • The post is presently located in Abuja, Nigeria and this duty station has been designated by the International Civil Service Commission as an "C" hardship and family duty station.
Responsibilities
Under the direct supervision of the Division of Regional Operations, the incumbent of the post will serve as the Chief Security Adviser to the Designated Official (DO) and to the Security Management Team (SMT) and perform the following duties:
  • Prepares, reviews, approves or endorses security management documents including Security Plans and their integral components, contingency and crisis response plans, standard operating procedures, emergency communications, warden systems and staff lists, as per requirements of United Nations Security Management System (UNSMS) security policies and procedures.
  • Establishes and chairs a security coordination cell, ensures its good functioning and practices, fosters inter agency security coordination.
  • Advises to and supports the Designated Official and/or Head of Mission and/or security focal points and/or agencies of the United Nations Security Management System (UNSMS) with regard to all security-related matters, security policies and procedures.
  • Maintains and enhances lines of communication with UNSMS entities, including agencies funds and programmes and security focal points by providing reports, security updates, alerts and warnings.
  • Serves as member of Security Management Team (SMT) or Area Security Management Team (ASMT), oversees the planning, adherence, implementation, evaluation of effectiveness of security planning, security policy, security operations and implementations of measures aimed at improving staff security and conduct of UN programme activities.
  • Maintains cooperation and collaborations with host country authorities and international institutions, including NGOs, on issues related to the safety and security of UNSMS personnel, assets and operations, provides security briefing, advice and security training to UNSMS personnel and operational partners of the United Nations, such as entities under Saving Life Together framework.
  • Ensures implementation of safety and security policies of the UNSMS, ensuring that all UNSMS personnel and their eligible family members receive the required security trainings and briefings.
  • Conducts facts finding related to security-related incidents involving UNSMS personnel or eligible dependents.
  • Assists the Designated Official, country representatives of UNSMS and UNDSS in the response to crisis events and security incidents.
  • Develops strategic goals, objectives, plans for the delivery of the substantive activities of the unit or section and implements corresponding outputs.
  • Guides the definition of policies, methods and standards for the implementation of the substantive activities of the division, unit or section.
  • Participates in security missions such as interagency missions, Integrated Task Forces (ITF) missions, Technical Assessment Missions (TAM), Non-Aligned Members (NAM) missions, security assessment visits, evaluation missions, fact-finding missions/inquiries.
  • Manages and reports in assets managements for the allocated resources of the assigned office(s), including all security personnel, budget and assets, and oversees the performance of security contractors.
  • Develops and manages extra-budgetary funded security projects and the allocated resources assigned to the office.
  • Develops, reviews data, provides inputs for division reporting.
  • Identifies and monitors trends of security incidents affecting UNSMS personnel and organizations.
  • Leads and directs security operations.
  • Initiates, conducts and monitors the Security Risk Managements (SRM) process and other relevant requirements of UNSMS security policies and guidelines, to enable the continued delivery of UN programmes particularly in crisis situations while ensuring the safety, security and well-being of personnel, and security of UN premises and assets.
  • Perform any other duties as may be assigned.
Requirements
Education:
  • Advanced university degree (Master’s degree or equivalent) in security management, business administration, political/social science, psychology, criminal justice, law, international relations or a related field is required.
  • A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience:
  • A minimum of ten (10) years of progressively responsible experience in security, risk, disaster or emergency management in the public or private service areas, such as national security, military or police, or in a corporate environment is required. Of these, at least five (5) years of command and leadership is required.
  • A minimum of two (2) years of experience in UN Security Management System or similar International Organizations within security or related area is required.
  • A minimum of two (2) years international field experience in security operation is required.
  • Experience with security related contingency planning and crisis management is desirable.
Languages:
  • English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required.
